Contexte :
Le projet s’inscrit dans le projet d’établissement, Campus Polytechnique des Territoires Maritimes et Portuaires, dans le développement et les travaux de l’alliance européenne EUNIcoast, du réseau international G8 et de tous les partenaires de l’Université Le Havre Normandie. Le laboratoire IDEES (UMR 6266 CNRS - ULHN) se dotera dès fin 2026 d’un projet transversal maritime porté par la nouvelle direction de l’UMR. Ce projet vise à renforcer les capacités en analyse et en développement de projet de sur les thématiques maritimes et portuaires, particulièrement du site havrais du laboratoire.

Projet de recherche :
Les réseaux maritimes et portuaires assurent la continuité matérielle de l’économie mondiale, mais leur fonctionnement est fragilisé par des crises climatiques, géopolitiques, sanitaires, économiques ou logistiques cumulatives, simultanées et/ou durables. La littérature analyse encore insuffisamment leurs effets systémiques sur la recomposition des flux et des réseaux portuaires et des chaînes d’approvisionnement. Ce projet interroge la capacité de ces systèmes à maintenir leurs fonctions critiques lorsque les perturbations dépassent les capacités conventionnelles d’adaptation. En croisant enquêtes de terrain, télédétection, données multisources et modélisation, le projet analysera les seuils de vulnérabilité systémique, les dynamiques de propagation des perturbations et les trajectoires différenciées de résilience, à l’interface entre réseaux globaux, vulnérabilités territoriales et effets sur les populations et territoires les plus exposés.
Projet d’enseignement :
La personne recrutée contribuera à la structuration d’une offre de formation interdisciplinaire et internationale en lien avec les thématiques « enjeux maritimes et portuaires » et « transitions, risques et aléas » du Campus Polytechnique des Territoires Maritimes et Portuaires (CPTMP). Cette offre portera sur les systèmes maritimes et portuaires, les transitions logistiques, la résilience des infrastructures critiques et les vulnérabilités territoriales, en lien avec EUNIcoast, le G8, les partenaires du CPTMP et l’écosystème économique havrais et européen. Le/la lauréat.e contribuera fortement au master commun « Joint MA in Port Management » actuellement en cours de structuration au sein d’EUNIcoast. Les trois champs seront développés : organisation des réseaux portuaires et maritimes ; Géopolitique, sécurité économique, continuité logistique et souveraineté : analyser les risques, les vulnérabilités et les enjeux stratégiques des infrastructures ; SIG, télédétection, analyse spatiale, analyse de réseaux et modélisation des flux.

Les chaires de professeur junior constituent une nouvelle voie de recrutement pour permettre d’accéder à un emploi de la fonction publique dans le corps des Professeurs d’Université. Après une période de pré-titularisation pouvant aller de 3 à 6 ans et à l’issue de l’évaluation des activités menées sur cette période, vous avez ainsi vocation à être titularisé à l’Université Le Havre Normandie en tant que Professeur des Universités après avis d’une commission de titularisation.
Date de prise de fonction : Novembre 2026, titularisation possible à l’issue du contrat basée sur une évaluation positive.

La personne recrutée bénéficiera d’un financement de l’Agence Nationale de la Recherche (ANR) d’un montant de 200 000 €, dont au moins 120 000 € seront consacrés au recrutement d’un doctorant ou post-doctorant.

The successful candidate will be awarded €200,000 from the National Research Agency (ANR) including at least €120,000 for the recruitment of a doctoral student or postdoctoral researcher.
Research project:
Maritime and port networks ensure the material continuity of the global economy, yet their functioning is increasingly undermined by cumulative, simultaneous and/or prolonged climatic, geopolitical, health, economic, and logistical crises. The literature still insufficiently addresses their systemic effects on the reconfiguration of flows, port networks, and supply chains. This project investigates the capacity of these systems to maintain their critical functions when disruptions exceed conventional adaptive capacities. Combining field surveys, remote sensing, multisource data, and modelling, the project will analyse thresholds of systemic vulnerability, the dynamics through which disruptions propagate, and differentiated resilience trajectories, at the interface between global networks, territorial vulnerabilities, and impacts on the populations and territories most exposed.
Teaching project:
The successful candidate will contribute to the development of an interdisciplinary and international educational programme related to the “maritime and port challenges” and “transitions, risks and hazards” themes of the Campus Polytechnique des Territoires Maritimes et Portuaires (CPTMP). This programme will focus on maritime and port systems, logistics transitions, the resilience of critical infrastructure, and territorial vulnerabilities, in connection with EUNIcoast, the G8, CPTMP partners, and the Le Havre and European economic ecosystem. The successful candidate will make a substantial contribution to the joint master’s programme, the “Joint MA in Port Management,” currently being developed within EUNIcoast. Three areas will be developed: the organisation of port and maritime networks; geopolitics, economic security, logistics continuity, and sovereignty, with a focus on analysing the risks, vulnerabilities, and strategic challenges associated with infrastructure; and GIS, remote sensing, spatial analysis, network analysis, and flow modelling.

Context:
The project is embedded within the institution-wide Campus Polytechnique des Territoires Maritimes et Portuaires initiative and contributes to the development and activities of the European allianceEUNIcoast, the international G8 network, and all of the University’s partners. From late 2026 onwards, the IDEES research laboratory (UMR 6266 CNRS–ULHN) will establish a cross-cutting maritime research programme led by the new management team of the joint research unit. This initiative aims to strengthen capacities for analysis and project development in the field of maritime and port-related issues, particularly at the laboratory’s Le Havre site.
Scientific dissemination:
Particular attention will be paid to the development and submission of competitive research proposals at the national, European, and international levels, in line with the laboratory’s scientific priorities, the institution’s strategy, and the priorities of its partners. This approach will contribute to enhancing the project’s scientific visibility, fostering new collaborations, and consolidating its integration into national and international research networks. The project’s results will be promoted and disseminated within the international scientific community, notably through presentations at leading congresses and conferences, as well as through publications in international peer-reviewed journals relevant to the successful candidate’s fields of research.
Open science:
The successful candidate and their team will be encouraged to deposit their publications and conference proceedings in HAL (hal.science) and through other dedicated channels for scientific communication.
